Removing a pond turtle from the wild is illegal. If this pond turtle has come to live in the guy's backyard pond, then he needs to call a wildlife person or someone at the Department of fish and Wildlife to come get it. There are fines involved with removing pond turtles.

Should someone reach out to this person and let them know it would be best to outwit back where he found it? I'm guessing it's aggressive to his other turtles because it's wild and territorial .

Highly unlikely that there is a Western Pond Turtle in Palm Springs, unless introduced. It is far from their natural range.
Western Pond is a "species of special concern" in California, but fines for transporting them are undefined. The state does not currently give permits to individuals wishing to keep or breed this species.

based on the description it does not sound like a western pond a very docile species which is their problem when dealing with red ears and other more aggressive species.and they are illegal to own
