Baby Russian Tortoise Temp Question

Hi everyone! I have a new baby Russian Tortoise coming in. Should be a couple months old at most. I really want this to be a great home for him/her. Without the light on the enclosure is 76-78 F. Under the lamp it's in the 90s F. Is this going to be okay for him? Do I need more lights?

Any tips are welcome. I have a super shallow water container for him so he isn't a flipping risk. The rocks are big enough so he can't eat them. My substrate is cypress mulch but I have some peat moss I can add to it. Also, I plan to have a day or two outside. I have a good front yard with grass for sun time in Arizona.

I have a humidifier as well just in case its needed.

The temps sound fine. I'd add a LED strip or bulb for more daytime ambient.

Don't use a humidifier with tortoises.

No sphagnum moss of any type.

Use a safe enclosure for outside time. Loose in the grass is a recipe for disaster in one of many ways.
