Baby Red-footed Tortoise is Sick?

My tortoises eye just opened! He is squinting a little but it will most likely get better! I have an infrared heater coming tomarrow and a regular light over it. Do I need a light that has UVB if I put vitamins on his food?

My tortoise just opened its eyes but he keeps scratching at his eyes.

There is also like a white thing on his eyelid. Could his eyes have been damage from the light and if so is there anyway to help with it?

He closed his eyes again as soon as I put him back in his cage
