Baby Horsfield isn't eating

! One seems to have settled in lovely, but the other just sleeps/basks all day and isn't interested in eating! I'm hoping he's still settling in, but am a little worried! Any advice please 
Try making a whole other habitat for one of them and see if that makes the sluggish one more active. Tortoises are solitary animals and your active tortoise might be telling the inactive tortoise to get out of his territory. Since he's contained within walls, he's not able to go, so he stays hidden or quiet.
