Baby desert tortoise with white spots

I recently got a baby desert tortoise and bought him all the essentials, his previous owner didn't have a uv light so I bought one and he's been doing well. He's active, eating and drinking normally, even climbing about his hide out. But just recently he's gotten these white spots on his head, front legs, and shell. By reading other post I'm thinking shell rot or calcium deficiency. Anyone have an opinion for me or a remedy? I'm getting worried. image.jpg and I posted the picture but I'm not sure it uploaded from my phone.

I am no expert but he just looks dry to me. Was he being soaked and was his habitat set up properly for temps/humidity?

It's not shell rot, but it does look like mold or mildew. What kind of set up is he in? If it were my tortoise I would change the substrate and just keep washing the baby off.
