Looks like 2 small enclosures stacked? Just wondering if this is a common set up for small tortoise. 
Are these common enclosures?

This size of enclosure is only suitable for very small tortoises, no larger than 2-3", even that is really too small. Tortoises are obviously very terrestrial animals and require as much, uncluttered square footage as possible to roam and explore. The larger the enclosure that one can provide for their tortoises the more the tortoise is remain active, interested and healthy. There are suggested minimum size enclosures based on the size of the tortoise but in reality those minimums are even too small. There is no maximum size enclosures whatsoever. The larger the better.
Those are commonly sold for Torts. One Brand is TortoiseHouse by ZooMed I think. They are horrible IMO. People that dont have enough space buy tortoises because they think these things are suitable, and then get upset and defensive when they are told their torts need 3-4 times as much space as a minimum. In the wild these torts have large territorial ranges, confining them to a box that size is cruel.
Common? Unfortunately yes.
Suitable for any species of any age? No. No they are not.

My thoughts exactly. Was hoping someone just custom made it “unknowingly”. Sucks zoomed is selling that s***. Thanks for the info!
Little Timmy is 2.5 inches, Eastern Hermann (male) and Big Tammy is 6.5 inches, also an Eastern Hermann (female). They both get to walk outside their enclosures everyday after a warm soaking/cleaning.

Both are allowed to walk outside their enclosures after soaking daily. Even released outside, both tortoise will walk around and find a hiding place.
That is a very dangerous practice that usually ends in disaster one way or another. They should always be in a safe secure enclosure either indoors or out.
That is a very good point, we block all the crevasses, close all doors and visually monitor it. Also, cautiously walk in the living room. Importantly, there are always fresh water and food changes twice a day. Both are toilet trained for the most part. Last, lots of sanitizing. finalized by water and food conditioning, neutralizing any chemicals. Held in captivity, we humanize our tortoises. Many times, the tortoises walk a lot and rest near us or try to crawl into out clothing for warmth.

We live in New Jersey and Pennsylvania, 2 weeks at a time. We never abandon the torts. They are carefully transported. Our enclosures are well equipped to simulate the best natural habitat we can. We permit the tortoises daily exercise after soaking, excreting and rinsing. Each dual enclosures are about $1,000 USD. We do have back yards where they can roam, however there are squirrels and insects or other predators.

Everyone who lets their tortoises roam loose intends to keep it safe. It just isn't. One way or another, something will eventually happen.
No need to neutralize the tap water if it is safe for you to drink.
There are squirrels, insects and other predators everywhere in the USA, and every other country where tortoises are kept. Your little one should have a cover over its outdoor enclosure made of hardware cloth to welded wire, but your bigger one should be fine during the day with a much larger outdoor enclosure and no cover, at least during fair weather.

Just a P.S: Sweaters are adorable but hinder their breathing. Torts breathe through their shell. Sweaters do not keep them warm. Torts are cold blooded animals and get their heat from outside their body. That is why they seek you out for warmth. They are darling and so is all your concern.

What is food conditioning?

Sure did screen shot it. I was curious if it was common to stack small enclosures for adults because it seems like theres a lot of effort put into the structure but it is baby size and babies grow. Now I know they are common, and the members who’s set up it is let me know that they go to great lengths to give their tortoise exercise.
