Are my leopard tortoises ready to breed

I have 4 female leopard tortoises 2 pp and 2pb I was wondering how big they need to be to breed my 2 female pp are 12-13 in and I have one 16in PB female and one 9in female I believe that the big female is ready to breed but I am not sure about the other females here are some photos I am not new to breeding tortoises and breed many species but just getting into some leopard I have raised my pp females and I adopted the PB females

In my opinion none of them are big enough to breed. They probably could, but I'd wait until they're bigger.
