Penstemon barbatus
We have a winner. Now I can't find anything on whether or not its edible. One site says its "resistant to rabbits and deer". Another site says Indians used it for various medicines, and chewed the root for some medicines.

Any leads on toxicity or edibility?

What about this? Edible for a Leopard? This is everywhere around my house.

Penstemon may be one of those YMMV plants. Do not feed from the tortoise table, but the science seems iffy to me.

Same plant family as plaintains; desert tortoises eat quite a few penstamons.
