Hi I've had my tortoise for about three weeks he started off quite lively now he tends to stay in one corner all day .

Could be it is too cold, but there are a great many factors which might be at play as well. The people on here are going to tell you to post pictures of your set-up so it can be determined what is wrong. I am telling you this now to save you time.

I don't have any experience with Russians, but being here I have learned a few things.
Read the caresheets here for Russian torts.
I know you will hear that your enclosure is to small. I think they need at least a 4'x 8' of square footage.
I am sure someone will be here soon that knows more.

OK, thanks for the photo. Your enclosure is not a closed chamber and the tortoise is young, so you are going to be advised to put it into a closed chamber with high humidity and a temperature in the mid to upper 80's. This is for starters. Then the lighting and heating will need to be addressed, but I am not in a position to advise on that regarding Russian Tortoises. Others will chime in soon.

Greetings.

From the pix, I’m only seeing the one “basking” light, but no other way to keep the tortoise’s enclosure at the right ambient temperature. You prob need to figure out a way to put a lid on it, get a CHE on a thermostat to raise the temp.

I'm guessing you are in the UK? Are you using soil as a substrate? Baby torts need heat and humidity to thrive so a better choice would be coco coir, it's fairly inexpensive you buy it in blocks, soak it and it expands. Then you keep it lightly moist and your little tort and burrow and snuggle in it.

Yes I'm in the UK. I am using soil I will change that thank you

Greetings.

The bulb I got is uvb and UVA is this not enough , the temp is 32.7 c and the humidity is only 28% I think this is not good enough

No it is not enough. Here is a very good thread to help get you going.
This thread is legendary, and one of my favorites.
Its great for beginners and beginner enclosures

Thanks for all the advice I received, we started off on the wrong foot by getting information from the wrong place I now have a very happy little fella .
