A little help with temperatures

Hey guys, my Russian tortoise Toby is 4yo and I always wondered why he spent so much time in his wee hide, I know that he loves to dig but my thermometer finally arrived today and it turns out his enclosure was about 5C to high, sitting at 40C, his house however was a cool 33.6 which is why he liked it so much, any advice on how to get the perfect temperature?

I'm using a 4x4x4 open tortoise table with a heatless UVB and a 100W basking glow spot for heat, is it as simple as making that a 75W lamp or should I try shuffling the layout and lamp placement?

You can try raising the 100 watt further away. If that's not possible, then yes, a smaller watt should do it
