3 toed in puerto rico?

Hey i was wondering if anyone knew if 3 toed box turtles were legal in puerto rico?
I am am planning on moving to PR for about 6months to a year and i want to bring my boxie with me since my family wont baby sit him.
However i want to know if i can legally take him.
Also my second question would be is it better to mail him over or would i be able to take him on the plane? I prefer plane so he can be with me.
He is about 5 1/2inch shell length.
Any advice would greatly be appreciated!
Ps i am doing some googling but it doesnt hurt to ask

You think you could find someone to take care of him just while your gone? Maybe even a member. (You may have to pay tho)
