You can never soak a tort too long :) hydration is so important. Especially in youngins!
Also, I keep my heat lamp on 24/7 and UVB just in daylight hours

Try soaking him in warm water ad pedialyte (a 50/50 mix) for at least 20minutes. You can do this multiple times a day, I would say at least once a day for a week. If still not feeling well, I'd recommend going to the vet just to make sure all is well :)
