Hello Rebecca ! I'm also from Britain and it is quite difficult to keep a tort as a pet when the weather is bad as this ! But what I have is not a combined bulb, personally I find them great for temporarily enclosures .. But I think you should have separate bulbs because when your tortoise moves...

Tortoises drink very little water so you should prevent dehydration by bathing and leaving a fresh supply of water in the enclosure at all times

RE: How can I get Shelby to eat ? Give her a nice soak with warm water leave her in there for about 15-20 mins ... Change the water if it gets cold or your tortoises poops or pees get too much for you! And leave a small mound of food in the enclosure .. Do this everyday till you see some results :)
