it is really hard to find vets anywhere in India who would be willing to treat tortoises and are capable of doing so... you can take advice from great people on this forum, see if the problems can get sorted out. Regarding the enclosure, you won't get ready made enclosures. you need to have them...
I have three adult male tortoises and in this rainy season they were just mounting each other for ***. That got me thinking, can't they differentiate between male and female.... I need to dig deeper into this topic so I'm also in the process of knowledge gathering.... And most vets in India...
Actually the bugs and earthworm in the soil won't harm your tortoises.... Just make sure they arent the red ants or the large black ants... The soil should be chemical free and soil is the best substrate to have... 4-5 inch deep layer of soil... Make sure the soil is just moist and not wet and...
Do not take them at all.... I am pretty sure there are scanners(X Ray) installed at the railway stations... the moment they notice that you have an Indian Star Tortoise and You are shifting it from one place to other they are going to confiscate the tortoise, fine you and maybe put you in Jail...

thats a perfectly heathy looking plastron. It is hard to predict if it is male or female, but that's a healthy looking star you got there.
In the second photo there are white lines at the junctions of scutes on carapace which signal healthy growth.... just make sure to vet the shell 1-2 times a...
plastrons can be slightly concave in males which is sexual dimorphism in tortoises but the size of your star is small for the concaveness to be distinctly visible.... can you post a photo of the plastron?
tortoises are very picky with their food.... you need to mix and try out combinations to make out the best diet... and they have different personalities, the reason why one of your tort likes everything and the other only few. Coriander and Methi are good and if it is eating good amount of methi...
tortoises are capable of deciding when to bask and when not to, they would know it because they depend on basking for thermoregulation to maintain homeostasis as they are cold blooded... you just need to provide them area for basking with ample shade and let them do the rest.... minimal...

if your star is showing normal behaviour and is eating properly, then you should not be concerned with the poop, they might be defecating and you might not be able to notice as sometimes they eat their own feces/poop or you might not be able to notice that. and tortoises can go without pooping...
