We did get an answer from Fish and Wildlife. Hermann's do require permits in VT. The fee for application is $100 and to keep as a pet is very unlikely to be approved. However, CB Russian torts do not!
Box was marked on all side and over the shipping label! It blows my mind. It also had air holes.

Thank you all! I figured it out online. Russians do not need a permit as long as they are captive bred but Hermanns do. We are going to add another Russian instead!
This isn't meant to cause a debate about shipping. I'm just wondering if anyone had experienced something similar. My mother-in-laws tortoise came today and was left in a bag hanging off the mail box. Thankfully, I was tracking the shipping and got the alert right away!
