It looks like he has a massive bilateral ear infection...the other side looks very swollen, too. A qualified vet could probably lance and drain it. Is he eating? Is he wild caught?
I agree. Looks like some significant MBD happened there. Bones look spongy and porous. Wonder what a cross-section through the biggest, odd lumps/humps on his back would look like? Fascinating!

We have them in our woods here in upstate NY. They are pretty impressive when they are in flight, and have a very distinctive, and loud, woodpecker call.

From my perspective that sounds very right :) I think that testudo hatchlings, too, hatching in late summer, probably do limited immediate eating and growing, before beginning brumation.

Agree. Eucalyptus has some very strong oils. I believe it actually drugs koalas, hence their slow and lethargic movements. It's bound to affect a tortoise.
