If you're worried about 3 being too much, I would just stay with your one and enjoy that one. I've only had one and I love it. You can devote everything to just one tort instead of having to spread out.
Two may work. But let me emphasise MAY. If it does, awesome. But is it really worth the risk. Obviously the choice is up to you, but if you do decide to go with 2, I would strongly suggest that you have all the necessary equipment to house them separately if they do not get along.

I know very little about Russians, (I'm a red foot guy) but sand in general isn't the best substrate. It's non-digestible and causes issues like impactions once eaten in all tortoises. I use coco coir and I love it. Some will say that it gets dirt everywhere, but that seems natural to me lol
I kept forgetting to take pictures as I was building, That's why I have so few updates. But as for the CAD model, I just use Solid Works since that's what we use at WSU and create my own drawings.
