Although large pet stores wouldn't be my first choice, sometimes people "surrender" tortoises to the large national stores. They are not suppose to resell them so they adopt them out. You might check there too.
Good to hear he appears to be doing well. My desert tortoise once ate several inches of kite string. The vet cut the string and told us to watch and make sure it passed through him. It did with no problem.
