I have a 2 or 3 year old male russian tortiose and when we put him in his water he is not going to the bathroom. He also is not eating normally what am I supposed to do?? Please help.

I just got my tortoise today and he hasn't or won't eat I've given him lettuce to eat and a water dish so he can get his water. we just moved him to my house from another one hes approx. 3 years old.
