I've looked around for orchid bark, but most contain some type of fertilizer unfortunately. This is one of the few I could find that were at least called "biological".

From what I've heard from the Dutch government is that you need the CITES document as an identification for the animal as long as it's lighter than 500g, and as soon as the animal is above 500g you need to get it chipped.
There can be multiple reasons why your tortoise isn't eating, most probably related to the husbandry of the tortoise.
Therefore, check the caresheets that are available here and see wat you have to change in your husbandry to get your tortoise to eat.
