I have wanted to upgrade Franklin's enclosure for a while now but i do not have the space for it to be bigger. I am asking if I could build him a ramp to climb onto a second area of his enclosure almost like an upstairs. I would definitely put guard rails up. Would this be ok?

So I have had my combo uv/heat halid bulb for about 11 months. Should I change it out and buy a new one after every year. Or 2 years. I am not sure at all and I know they are expensive so I do not want to buy one if I do not need one. Any advice would be appreciated.

In the past week I have noticed that my tortoise has not been as active or moving around.. I have not changed anything like temp or substrate or diet and i soak home every 2 or 3 days.
How warm dos it have to be to take my Russian tortoise outside to roam around in the grass. I usually take him out when it is at least 80 degrees or more. It doesn't get super hot where I live only up to 90 degrees on extremely hot days in the summer. But most of the summer days are about 80-90.
