The biggest difference I see, is in outdoor hibernation. The Marginatas don't dig very deep, & shouldn't be hibernated outdoors in cold climates, "my opinion"

I'm here in Concord, our weather sounds a little colder than yours. We often get ice during the night, & an occasional snow.

I'm in Concord CA USDA zone 9. One of my Marginatas has woken from hibernation, this is about two weeks earlier than normal. The weather has been very nice.
Some of the florescent coil bulbs have been linked to blindness in tortoises, & I would avoid them.
Also if using a good UV bulb, you should not use the 3D in the calcium. Straight calcium carbonate powder would be best.

By the photo you're enclosure doesn't look very long. If it isn't long enough you won't have a cool end, there would be a hot spot, & a warm end.
The only heat we use for ours is the basking light, no nighttime heat. The cool end of our enclosure is the ambient temp of our house. Our baby nursery is 6' long with the light at the far end. The top is open.
We keep the substrate damp as the source of humidity. They get a warm bath once...
