Yes I agree I think you have a male russian there. His beak looks like it needs trimming too it’s quite overgrown.
He looks like he’s been Outside a while, his shell looks worn and rugged.
Maybe put some signs up to see if anyone has lost their tortoise.
Ok I think I see what your problem is here. That UVB coil bulb you are using is BAD. They cause eye problems for tortoises, so it could be that your baby is trying to escape it. You need to get rid of that asap. Try and get either a T8 12% tube or the best is a T5 HO tube but they are strong...

That is exactly what happened to Iggy, he developed Dizziness, loss of balance etc. We were told Brain Tumour was most likely. It was so distressing to see him like that and I was quite selfish keeping him going. I wouldn’t make that mistake again.
I don’t like the look of the plastron it looks bruised towards the edges of the abdominal scutes.
I’m thinking this tortoise might need to see a vet.
You defiantly need more calcium in the diet and I would soak the tortoise in baby carrot food.
My tortoise had gritty urates for the entire time I owned him. After about 2 weeks of getting him he finally passed urine without grit but within a couple of weeks the grit was back, quite a few stones came out over time too, even though he was soaked daily and offered lots...
Sadly i has to have mine euthanised for some ongoing issues but he would have stayed in that until he was old enough to live outside full time. If you predator proof the top of your outdoor enclosure and add a cold frame and maybe a night box, is there any reason he can’t live outdoors full...
