Does he look dehydrated or anything? All he does is sit in his basking spot. He also only a couple of times this week ( that I know of) has done this weird sound like an annoying yapping little dog. He hasn't had a runny nose. Does he need help?

I'm not sure to be honest. Not lower than 65. Does he look like not being warm enough? Is his shell looking normal.

Shell looks normal but you need to check all four of his temps. Basking continually is a sign that he is either too cold or that he is fighting something internally and he is stimulating his immune system. They are normally pretty quiet unless they are mating or fighting with another tort. So even without nose bubbles you are right to pay attention. But also he could just be sneezing because he got some dust in his nares. First step is to check the temps.

Yeah, you may want to get a general feel for the temps you are providing for him....if you want to get an idea now, you can place a household thermometer in the enclosure under the heat source and then take it out and let it settle again and then place it in the middle all the way down to the coolest area....while this is not exact, it will give you a sense of what you have going on...

I keep reading about humidity and does a russian need a high level? I can't even imagine how with an open table set up and winter here in utah could make a high humidity possible. I feel so sorry for him. He looks miserable.

50% humidity is good for a Russian. just make sure the substrate is damp on the bottom and he will dig down for it. you could just cover the top of the enclosure with plastic or plexiglass to keep in humidity. ebay sells temperature guns for 13$ and that's an accurate and easy way to check temps.

50% may be a bit high, maybe 40%. what Russians really like is cool damp dirt to bury themselves in. dry on top and cool on the bottom, not wet. try covering half of the enclosure with plastic or plexiglass to keep the humidity in.
