Tortoises living in a room and us expecting the ambient temperature is fine for them, will not eat. Think about it: You're body temperature is 98.6F. So living in a room that's about 70 or 75F degrees is comfortable for you. But a tortoise, a cold blooded animal, whose body temperature is the same as where he's living, is NOT comfortable in a room that's in the 70's. He needs to be able to warm up his inner core to about 80F degrees. Food will NOT digest in a stomach that is 70F degrees, and will sit there an rot. So a tortoise who can't warm up his inner core won't eat.

That little wooden 'L' shaped gizmo sitting above your enclosure is to hang a light on. The light should provide heat plus UVB.

?
Yes, that enclosure is way too small. In the wild a Russian roams a great big area. We can't give as big of an area they get in the wild, but we do need to try and give the minimum. That enclosure not only is too small, pet stores should stop selling them.
Also yes I double what Yvonne said. I gave the benefit of a doubt you had a uvb or heat light of some sort as the second pic looked like a light was on.
Read the caresheet and make needed changes asap.

This one is sma

4feetx8 feet? Is that correct ?
That size is correct, and if you can make it even larger, that would be a bonus. You’ve been given good advice by the other members. Tortoises need time to settle into a new enclosure, but if they’re not warm enough, they won’t eat. Here is a link to the best and most up to date care sheet.

There’s a lot of changes required from what we can see in the photos you shared, but we can help you along with any specific questions you have. If you truly don’t have a heat lamp for your tortoise that should be priority number 1 as your tortoise will get sick without that. Take a good read of the care sheet and let us know if you have any questions.
