Greek Tortoise Won't Pee, Swollen Thighs Help!

Hello,
My Greek tortoise suffered a trauma 2 weeks ago her shell broke (Top Half)
There aren't any specialized vets in my country, so I took her to a normal pet veterinarian,
they splinted her shell, prescribed antiseptic for 4 days, vitamins and Pedialyte which I've given her 1~3ml of, daily.
Two days after the vet visit she started eating some cucumbers and lettuce dipped in water, small bites of tomato.

She didn't pee nor poo since, now her thighs are swollen from fluid retention
She eats much less now and moves her limbs sluggishly, can't carry herself to move.
She has great appetite for Opuntia but would only bite the lettuce once, wont eat other greens.

Took her to the vet again he smudged betadine all over her shell and legs for some reason...
then I tried 0.2ml Lactulose as the vet advised and later tried aloe leaves, nothing made her poo.

She's under UV light and a basking bulb 2~4 hours a day in a naturally well lit room.
Humidity is high where I live so I don't bathe her often and I can't now because of splinting.

Help? what can I do to make her pee and be healthy again?
Should I stop food, fluids, medicine?

You need to find an experienced tortoise person - either a rescue or a vet. This isn't something you can leave or wait on. The bladder could rupture.

Any more word on this? Looks pretty bad. What kind of "trauma" was it that happened to him?
