Welcome Mr Melton!

Side note: He looks like he needs a better substrate. Something that will hold moisture

I would add some cypress mulch or orchid bark. It helps retain the moisture. The heat from the lights bakes the moisture right out of the soil and the tort

Also, what is the humidity in the enclosure?

Ok. So he definitely looks too dry. Adding the mulch or bark will help keep moisture. You definitely need to know your temps and humidity. The lamp is probably too close but without knowing temps there is no way to know. Your tort is showing signs of pyramiding. Read the care sheets for both hermanns and Russian tortoises. They will help you create an ideal enclosure for your little guy.

Is that a smile on his face??:) He will definitely appreciate the added moisture. is that 32C under his basking light or in the whole enclosure?
