I was wondering if anyone has had issues with fleas in indoor substrate like the coco noir..I don't, I was just wondering if it's happened or a possibility and how to avoid or treat.

What you are seeing are likely springtails and they are harmless. It comes with keeping indoor enclosures and they actually are pretty beneficial as they feed on food scraps and waste.
ok, I haven't seen anything, we are getting our tort in a couple weeks. I have two cats and I keep preventative on them but just in case I wanted to know about tort/substrate and fleas

Home remedy, and it actually works: If you have carpet, you can sprinkle borax on it (liberally), let it sit for 15 minutes or so, then vacuum it up. Don't overdo it with the vacuuming, as you want to leave residual in the carpet. Keep furry pets off the area of the carpet being treated while the borax is sitting on the surface. In my house, it works remarkably well for 6-12 months, sometimes longer.

While it sounds plausible and possible, I've never heard of a flea infestation taking residence inside a tortoise enclosure.
awesome! I have a tendency to over think things, I'm hoping for a happy , healthy tort sp I'm taking any precaution
