Nice setup. Cool water dish! Is there a red light? What are your other lighting and heating sources?

The UVB are they the looped or coiled type that screw in like a light bulb? If they are you need to get rid of them. They have been proven to hurt their eyes. The flouresnt tube type is best. Arcadia makes one with a 5.0 HO output. Your other option is to get your tort in the sun 2 to 3 times a week for at least 1 hr or more. Watch to make sure he doesn't get overheated. I always give a good soaking after outside time.
