Apparently the sides are a bit floppy when the pool is empty, but I bet a thick layer of substrate would help. If not, one of the reviews on amazon said they made a structure to hold the sides up while brooding chicks in it.

The frame pool also make good inexpensive enclosures. And the sides are not flimsy.

Water is a lot of the structural stability of an above-ground pool. Since the wall height is so low it may not be a problem, but generally speaking a strong wind gust is going to blow an empty pool down.
