Are you providing enough sunlight for the tort to bask in ?
Not really.... I do keep him in sunlight but most of the time he prefers to stay in shade ... Do u think it is because of lack of light.?? Or could he b developing this due to some infection ☹️

Like @JoesMum said, if you keep your tort in a proper enclosure, please show the pictures. But guessing by the location you've mentioned, you may not be using an enclosure. Which still brings back the same questions.. Is your tort provided with the right environment and temperature. Sunlight is crucial for these reptiles. At the same time, other factors like overall temperature, humidity, hydration; all matters.

If you do put it to bask in the sun, how long ? Is the tort able to access the sunlight by itself ? Same goes for water.
You say that your tort, most of the times, prefers shade. That is natural but you still need the light to be accessible to the torts.

I have torts that I have grown up in an open area with direct access to sun for a couple of hours. Not every day do they bask. They are stubborn. But when they have the need, they do bask in.

Also remember that you need to provide your torts with a good hiding spot, preferably locate it such that the warmth of the sun reaches there. With no hiding spot, your tort is bound to stress out and fall ill soon.

It's not shell rot. That looks like he was dropped and landed on the edge of his shell, breaking it at the seam. Please read the care sheet:

https://tortoiseforum.org/threads/how-to-raise-a-healthy-star-tortoise.159167/

. . . and the other threads that are pinned at the top of our Star section, then make the necessary adjustments to your tortoise's care. It sounds like he's not in a proper set up. It is very important, as you can now see, that for good health, you set the tortoise up in a habitat that provides for his needs.
