I just noticed my tortoise raider has been acting wierd. It will sit there and open it’s mouth and close it repeatedly is this behavior normal or should I be worried??

You should be worried. Tortoises don't breathe through the mouth. Consequently, if the nose gets plugged up, they just don't breathe until they absolutely must have oxygen. Then they open their mouth and gasp in a big gulp of air.

It breaths normally. No plugged nose and no nasal discharge
