I’ve been building a tortoise enclosure for my sulcatas in the summer and I was wondering if Thompson’s water sealer would be okay for them.

I only know of latex base drylok masonry waterproofer that is safe once cured not exactly designed to stick to wood but it will. You'll need a few coats of it tho

depends on how much money youre willing to spend, cheap you can go drylok youll just need 2-3 coats and depending on how big of an enclosure 2-3 cans. expensive you can go pond armor.
