Shell question

Hi I got my first ever tortoise last week she is a 2 year old (approx) horsefield. She seems to have settled in well she is really active and eats well. She has a flap of 'dry skin' under her chin I've been giving her 15 min soaks incase this was down to dehydration? Also this morning I noticed her shell is like a skirt around the edges hangs down a little from the rest of her shell and turns out slightly. Is this normal?

I don't keep Russians, but it all looks perfectly lovely to me.
if i bump this a little, perhaps a Russian keeper will have a looksie.

Brill thank you im very new to this and keep noticing different things the more I look at her :) i didnt expect the edge of her shell yo look like that so thought I'd double check.

Surprised no Russian keepers have responded.
