Thank you for your responses.. I have always assumed that it is dry skin and with enough soaks, it will go away eventually. I have not considered it to be a scar... If it is a scar, can it heal? Or will it be forever there?
Thank you everyone for replying!She is kept outside during the day, and inside at night.. She is fed grasses and greens plus mazuri and zoomed grassland diet.. The white spot is still there, but I do notice that it's not that prominent when it is wet.. I'll post a recent picture in a bit. Thanks!

I'm thinking that it might be dry skin and that will be resolved with a few soak..
I have been soaking him everyday. Sometimes twice a day. However the white spot is still there...
