Careful... don't put them on their backs for too long. Also, are you keeping them as a pair? that could be why this little one is smaller. They get stressed in pairs

Separate enclosures and different ages
how old is this tortosie and what breed? im just wondering becuse my tortosie is a hermann tortosie and we think charlie is around 1 year old but she weighs almost 130 grams and im worried charlie is overweight.

The little one was purchased at about ten weeks old in September 2020 which would make him about nine months old. Supposingly, little Timmy is an Eastern Herman.

also your torotise has a brighty big tale for around 9 monthes charlie jsut has a short stubby tale dose that mean charlie is younger than 1 year old?

The length of the tail can determine the sex of the tort. Very long tails are males. The 9 month old one may still be too young to tell.
