Is the bulb in the shape of a spiral? Those bulbs are bad for baby tortoise's eyes.

Your little guy's shell shows that he's not getting enough moisture. He's pretty bumpy. In order to grow smoothly he need a humid environment.

I went with coco coir myself, because it can be digested with no problem if my tortoise accidentally eats some, it does not mold or inhabit bugs, it holds in moisture very well (I usually mix some water in it about once a week), and it's cheap in brick form.

Just to let you all know I had to have Rocky put to sleep today.
He had a severe calcium and vitamin deficiency to the point where the vet said it was the worst case he had ever seen. This was due to bad husbandry from birth and was so bad little Rocky had barely any bones formed and was almost completely soft at his base.
I have tried contacting the pet shop and they are being less than helpful but thank you everyone who tried to help Rocky yesterday. Unfortunately having him go to sleep was in his best interest as his chance of survival were incredibly poor as even his jaw hadn't formed properly (why he couldn't eat correctly) I've learnt the hard way that when buying a pet to make sure they're 100% healthy and not go on good faith/reputation alone.
I may have only had my Rocky a week and he may have only been a little fella but he's left a big hole behind.
