I bought a a western tuscan hatchling that was incubated to be a female but is looking like a male. How do I find a female that is def a female? With my luck I’ll end up with 6 boys before I get a female.

Going to be 2 years. These westerns are expensive. If I end up with 2 males I’ll need more than 2 females? I want 1 male 2 females. If I get another male should I try to trade for a female?

Gotta buy a bunch of unrelated ones and raise them up. Sometimes you get lucky, sometimes you don't. Its not easy to get a good breeding group going, get them all set up and comfortable, and then get babies out of them. Not for any species. That's why breeders charge so much money for their babies. Its a lot of work, effort, expense, trial and error, failures to overcome, and the outcome is tentative and never certain. CB baby tortoises are truly a miracle each and every time.
