If I use hardware cloth to cover my outdoor enclosure, will the tortoise still get adequate UV?

Yes it will still get enough uv. Screening is a problem.

Hello and welcome. I've always used hardware cloth for my Russian because it's really safe. It keeps other animals from getting to him and the grid is large enough that he gets plenty of sun shine through it too. It's just hard to work with but very worth it.

Yes. Plenty. Be sure there is also lots of shade.
