Need a little help or advice

so recently I’ve upgraded my sulcata tortoise’s enclosure from a ten Gallon tank to a 20 gallon reptile tank and I’m have a hard time controlling the temperature on both sides of the tank, anyone know of a light that spreads the heat and UVB evenly ( I know he needs a basking spot but the “cool” side is still too cold) ?

the heat lamp is on the left at 100 watts and the right is the UVB bulb.

You are halfway there... Tiny hatchlings should be in something at least twice that size.

You won't be able to maintain the correct heat and humidity in an open topped enclosure. That is why you are having so much trouble. Also, right now, your baby is drying out which will result in permanent pyramiding. The dry reptile carpet instead of the correct substrate will make this worse.

You've been given the typical wrong care info. Read this for the correct care and housing:

Most vets know nothing about tortoise care and typically tell you the wrong things and do the wrong things. Pet shops are even worse, and most breeders still have it all wrong too. All sorts of wrong info on the internet and YouTube also. Its a sad state out there, but lucky for your tortoise, you have found the right info.

What size is your tortoise? They benefit from heat and warmth at any size, but its especially important for any that are under 1000 grams.

He’s about 4in and around 150 grams.
