Post a pic of his enclosure if you can with the lamps you use (UVB basking etc.
Tell us what you feed him.

Review your temperatures, heating and lighting and make sure all is where it is supposed to be. If the tort isn't eating often, it won't be pooping often either.

Have you read this:

If this animal was purchased from a pet store it's probably around ten years old and almost full grown. And a two year old russian would be too small to be able to determine its sex.

It's very stressful on tortoises to be moved from one 'territory' to a new one. This relocation stress causes the tortoise to have a poor or no appetite. Also, there is not much nutrition in lettuce. He needs broad leaf weeds and plants and dark, leafy greens.

Tortoises don't always defecate in the water but if you think he's constipated you can offer him wet foods like aloe and cucumber.

Also, they won't eat if they're not warm enough because the food won't digest if the tortoise's inner core doesn't warm up to at least 80-85F degrees. it just sits there and rots. So he needs a spot in his enclosure to sit under the light and warm up.

Read our care sheet and make some changes to his diet and I think it will resolve the problem.

He needs much more variety than lettuce for nutrition. (avoid fruits because torts can't handle the sugars)

Please follow Yvonne's advice and also read the link that Tom gave you thoroughly.
They are 2 of the most experience tort keepers here so they know what they're talking about.

www.thetortoisetable.org.uk is a good guide for more ideas for tort safe foods.

It seems to me that if out torts have problems it's usually because something is wrong with their care, but thankfully this forum gives us a chance to put things right.
