Help! Weird Shell Growth

Help! My tort has this weird piece of shell on the bottom of his shell. I can stick my fingernail under it, and could snap it off if I wanted to, but I don’t know if it’s safe.

You can often see places on a tortoise where there has been a slight injury/bump or just something that effected the new keratin growing at the seams. The will develop these small bumps of irregular growth of keratin as it fills in around that spot. That looks like what you have here. Nothing to worry about.
