I have two star tortoises one male and the other female...today saw that the male was sitting in his enclosure far from the female and all urine around him...lifted him to change the substrate and I saw his purple penis....it is not surprising that his pear shaped penis was flashing but it was almost his own length that is 4 inches....till now he has been flashing but the penis simply comes a bit out but today it was dangling by a purple chord and literally reached his mouth...a bit tensed help please.

No need to worry, this is completely normal. That is the length of their penis when fully extended. Unless it does not go back in, that’s the only time you need to worry about it.

And, bear in mind, it was engorged. Once it goes back inside the tortoise it shrinks.

My little Russian did some thing like that with me. It scared me half to death until I realized what I'd seen. I've never stopped laughing at myself since if I dare to remember.

Yeah, it can be shocking the first time you see it but that is completely normal, lol. Turtles & Tortoises has some of the larger packages relative to body size in the animal kingdom.

Yup not a pretty sight!!
Keep an eye out to make sure he doesn't start harassing the female to mate or that there isn't any bullying behaviour such as following, nudging/barging or dominating the food and basking spots etc from either of them if they are kept together in a confined space. They don't like company and it can be pretty stressful for the one on the receiving end and cause injury.

Don't risk it--separate them! Sometimes signs of bullying are subtle or incidences just simply not observed.

There are multiple posts showing the unfortunate outcomes...

I can't imagine coming to that.
