For my sulcata I have a 10 gallon tank with Cypress mulch as the bedding and a couple of rocks around. He has a bowl of water and a hiding place. The 2 bulbs I have are a 10.0 uvb reptisun bulb and a 60 watt heat bulb (Zoo med). I the uvb on for 12 hours a day and the heat one on all day due to the cold temperatures here. Is this a good setup or should changes be made???

We will require pictures to help further, but there are definitely some changes that need to be made based on this.

-10 gallons is much too small, even for a hatchling. You should have him in a bare minimum of a 40 gallon, with 4x2 or bigger being preferable.

-there should not be light on at all times. You need a ceramic heat emitter or radiant heat panel on a thermostat for night temps.

Please give these a read and come back with questions :)

Hello and welcome. You do not have a good set up and your baby is not likely to survive unless you change up a lot of things. Everything TechnoCheese said and linked will help you.
