Id remove the flowerpots that are too small to climb inside. At best, they take up valuable room. At worst, he can climb on them and fall over.

That particular Rubbermaid design comes in 26, 28.8 and 50 gallon size. I would say the 50 gallon tote is a good size for a tortoise and probably better than most custom design hutches and definitely better than a glass aquarium. I cannot tell because of the photo angle, if it is the 50 gallon I would say it is good. I have a 45 gallon Rubbermaid tote. When Buster joins the cross country team and tries to run 3 miles in 17.5 minutes I will upgrade him.
More pictures would be helpful. As stated above deeper substrate will come in handy, you can make the half log into a ramp and tunnel with it. If you want the potted plants to survive even a little make sure the pots are heavy and completely surrounded by tightly packed substrate. My Russian loves to destroy her potted plants. I would be a little worried about the Driftwood/log thing in the corner. It would be very easy for him to climb up there and fall off and land on his back. Which you do not want. And especially into the water bowl. Some wide open space would be good so get rid of some of the clutter. As a "toy" I have given my Russian and light plastic flowerpot that is big enough for her to get into, she gets into it sometimes crawls under it and pushes it all over the place. She loves it. And it keeps her distracted from some of the other things for a little while Russians are bulldozers so don't expect the furniture to stay where you put it. It takes a while to get the enclosure just right, and you'll probably always be tweaking it a little but check out the enclosure section for some great ideas. There are some very creative people here on the forum.
Bigger is always better so you could get another bin the same size and connect the two. But the 50 gallon bin is a good start.
