why female tortoise refuse to mate?

I have an aggressive small female ( for her age) that will have NOTHING to do with my male.
I think that some might not have that instinctual thing....
Maybe she's waiting for a certain set of conditions that so far haven't happened?

females tend to accept more of they're ovulating(developing follicles) in which during this time the eggs begin developement so need fertilization at this period. Some females can decline a male though which seems to be this case. I'd advise separating the male(s) and reintroduce them after a few weeks and see what happens then.
