Why do tortoise beaks keep growing, but turtles don't?

They both grow, just the turtle's diet in captivity, keeps it worn down, plus the basking areas, keep it worn down as well.

Oh. I thought turtle beaks were just short! What about turtles in the wild? Do crunchy fish help keep it worn down?

Think of where turtles live in the wild. Rivers,lakes, and stream, don't forget fjords. There are lots of rough surfaces, the bones and shells of various animals help.
