What is this flaky white stuff on my Red Footed Tortoise's skin?

I think my yearling red footed tortoise might be shedding, but I'm not so sure.

I am not a expert but my daughters redfoot had a patch of dry flaky skin on his head when we got him the bloke in shop was keeping him too dry and after a good soak and a few days in his viv with moist bedding in his hid and a area with water which the poor little thing did not have before it cleared up, I think you need to give details and pictures of his area and his diet some of the pros that have looked after em for longer will then be able to help u better.
