What happened here rheres alot of bugs?

I just came home and went to check on nu tort and found a bunch of bugs huddled around the uvb light i think its because we keep him near the garden is there anyway i can stop them from comming in?

You're in the UK. The bugs won't harm you or your tort - well you're more likely to collect a gnat bite than your tort. Your tort will be fine
