Very dry skin

Hi, I've noticed that my baby tort has very dry skin on her head, neck, and legs, despite the fact that I soak her for 15 minutes every other day. Is her skin actually too dry, or could she be shedding?

I would soak daily, and keep the substrate a bit moist. Also, cover the habitat to keep the air inside the habitat more humid. the raised leg scales also tell the tale that the tortoise is being kept too dry.
